VIENNA – Sixty-year-old Elke Kahr is the mayor of Graz as well as the first communist to govern a city that with its 300,000 inhabitants is, after Vienna, the largest in the country.
Ms. Kahr, the lack of individual freedom and a series of atrocities have historically been associated with communism. How did she manage to give it prestige?
