Farnesina, a directive for “gender equality” and to help women

ROME – Is a “circular”, a bureaucratic document enough to support a difficult process within a ministry such as that of equalizing the rights and working conditions of men and women? Of course it is not enough, but in the meantime it indicates a way forward. The Ministry of Foreign Affairs has equipped itself with a new tool for “achieving effective gender equality”, and the indications are contained in an internal circular signed by the Secretary General, Ambassador Ettore Sequi: The circular identifies 3 areas to work on: the setting of working methods, the protection of parenthood and finally the organization of events in Italy and abroad. Sequi’s circular for each of the three points indicates the need to create an inclusive work environment, in which “the contribution of all the components, and in particular the female one, is fully exploited”.

“Ultimately, it is a question of contributing to promoting a more just, plural, representative and efficient society, as well as for the Farnesina to adopt and support the highest standards on gender equality, in harmony with the main international partners and multilateral organizations”, Sequi writes in the circular.

On “working methods”, the secretary general calls, among other things, to “encourage adequate female participation in meetings and meetings in Italy and, where possible, abroad of the Minister and other political offices of the Ministry”, in addition to “To pay particular attention, on equal merits, to female candidates in positions in which women are under-represented and, in general, to promote female candidates also at an international level”. It is also recommended to “organize work in a way that favors the reconciliation between professional and private life”.

With regard to the protection of parenthood, the Offices of the General Directorates and Services of the Ministry, the Diplomatic Missions and all the Consular Offices are asked to organize the work “taking into account the presence and needs of pregnant employees, employees on parental leave and, more generally, the compatibility of the work with the personal and family needs and the duties of assistance that weigh on employees with minor children, in particular those up to 6 years of age “. Respecting the principle that “expectations for maternity / parental leave do not negatively affect performance evaluation”.

Finally, for the organization of events, the Secretary General of the Farnesina urges “to take every possible initiative aimed at achieving gender equality through the participation of panel speakers, conferences, round tables and other events organized by the Ministry or co-organized with others; also ask external public and private bodies and organizations involved in the organization of events to ensure a gender balance in the choice of collaborators; to have gender equality as an objective also in identifying the important guests invited “.
