G20 Environment in Naples, agreement reached after “a very long and intense negotiation”

by admin

Agreement was reached on the final document on energy and climate of the G20 Environment underway in Naples. This was announced by the Minister of Ecological Transition, Roberto Cingolani, at the end of “a very long and intense negotiation”. US President Biden’s Climate Envoy, John Kerry, and Cingolani met the delegates of the countries to arrive at a shared document, blocked on the issue of decarbonization. The minister is still working to define the final details with the most difficult countries.

Today’s work focused on the most difficult issues and the Transition Minister met with individual G20 delegations to try to unblock the issue of decarbonisation. The toughest opposition came from India, an emerging country that depends on hydrocarbons for its economic growth. But the partial green light from China, which met with applause in the hall, made it possible to overcome Indian resistance as well. According to reports, the Chinese minister has given the okay to one of the relevant points of the negotiation, but has nevertheless confirmed the opposition with respect to other commitments provided for in the declaration. Negotiations are continuing to try to convince “less ambitious” countries that they would continue to refuse binding commitments on accelerating decarbonisation.

“On two points we have not reached an agreement and we have sent them back to the G20 of the heads of state and government: to remain below 1.5 degrees of global warming by 2030 and to eliminate coal from energy production by 2025”. This was announced by Cingolani at a press conference at the end of the G20 Ambiente in Naples. “The USA, Europe, Japan and Canada are in favor, but four or five countries, including China, India and Russia, have said they don’t feel like giving this acceleration, even if they want to stay within the limits of the Paris Agreement” . While the deepening of some more controversial issues will be revisited at a later stage. For this reason, the text of the general agreement will be filed in the next few hours and will take into account the resistance confirmed by some countries. “I would have been more ambitious” but “I think we can be absolutely happy and satisfied, we didn’t have all this optimism, there seemed to be higher barriers”, added Cingolani.
