[Voice of Hope, June 13, 2022](Comprehensive report by our reporter Zheng Ming)Hong Kong’s chief executive-designate Li Jiachao recently made remarks on “press freedom”, saying that in Hong Kong, “as long as the law is not violated, there is no limit to the freedom of the press.” Chen Langsheng, chairman of the Hong Kong Journalists Association, responded that the “chilling effect” in the Hong Kong media industry is a “observable” fact.

Speaking at the 120th anniversary celebration of the CCP’s mouthpiece Ta Kung Pao on Sunday (12th), Li Jiachao said that Hong Kong’s press freedom is guaranteed by the Basic Law and complies with the relevant provisions of the International Covenant on Civil and Political Rights, stressing that “as long as it does not violate the law, The freedom of the press is unlimited”, and “standards are the same as those of the advanced regions of the world“.

In response, Chen Langsheng pointed out that under the current social environment, many media are more careful in handling news, believing that the “chilling effect” has occurred, and pointed out that “whether the media reports without any scruples is obvious to all.”

Lu Bingquan, a senior lecturer in the Department of Journalism at HKBU, who has not been seen for a long time, said when receiving media enquiries that he did not agree with Lee’s statement that “the freedom of the press is unlimited” in Hong Kong. As an example, he pointed out that in recent years, many media in Hong Kong have closed down one after another, and some journalists have been arrested; in addition, the Hong Kong Foreign Press Association (FCC) has suspended the Human Rights Journalism Award on the grounds that it “does not want to fall into the legal net”. The National Security Law and the law enforcement guidelines under the crime of sedition have repeatedly confirmed that “people’s feelings about freedom of the press are different from before.”

Zhong Jianhua, the deputy CEO of Hong Kong Minyan Research Institute, who lives in the United Kingdom, wrote an article on Facebook, criticizing the CCP’s mouthpiece “Ta Kung Pao” as a “dirty media”, referring to “this epoch-making newspaper has changed from representing the conscience of a generation of elites. To become the official sounding board, the mouthpiece of the power class, and finally the scumbag of the powerful! The 120 years of Ta Kung Pao show how degenerate the newspaper industry can become in Chinese society.”

Since the implementation of the National Security Law, the degree of freedom of the press in Hong Kong has continued to decline. In early May this year, Reporters Without Borders released the 2022 Global Press Freedom Index, in which Hong Kong ranked 148, down 68 places from 80 last year, the lowest ranking in history and classified as “difficult”.

Li Jiachao, a former military attache, made many remarks about the freedom of the press in Hong Kong from the time he announced his candidacy to his election.

On April 24, when Li Jiachao, the only candidate for chief executive, was asked if he would defend press freedom, he said that press freedom has always existed. guaranteed by the Basic Law. Former chief executive candidates Carrie Lam, John Tsang and Leung Chun-ying have all signed the Press Freedom Charter of the Journalists Association and explained the political platform to the Journalists Association; however, Li Jiachao refused the Journalists Association’s invitation to meet.

On April 30, Li Jiachao attended a one-hour question-and-answer session held by seven media. He was again asked how to defend press freedom. He used his ID card as a metaphor for press freedom, “This (press freedom) is equal to our identification document, he It is already.”

After Li Jiachao was elected as the chief executive on May 8, he was asked that the protection of freedom of speech was not mentioned in his victory declaration. He defended that citizens enjoy all kinds of freedoms, but not those that violate the law: “Hong Kong’s freedoms and rights are fully guaranteed in the Basic Law. By listing and guaranteeing it, I am answering everyone that freedom of the press is already in our pockets, so we already have freedom of speech, freedom of assembly, etc. in Hong Kong, as clearly stated in the Basic Law.”
