NEW YORK – The Vienna talks failed because Iran came up with unreasonable positions, starting with the request to remove all sanctions as a preliminary step for the return to the JCPOA agreement, including those that do not concern the nuclear program. This backtracking from the negotiations of the past six months has not only disappointed the United States, but also the members of the P5 + 1 group closest to Tehran, such as Russia and China.
