On June 24, local time, the temporary technical agreement reached between Iran and the International Atomic Energy Agency expired, which means that it will be difficult for the International Atomic Energy Agency to carry out part of the necessary inspection and supervision activities on Iran’s nuclear facilities. A few days ago, the International Atomic Energy Agency and the United States both urged Iran to continue to postpone this agreement.

According to Iran’s Mehr News Agency, Iran’s Ministry of Foreign Affairs spokesperson Khatibzad responded at a weekly press conference on June 28, saying that the “Counter-Strategic Sanctions Bill” enacted by the parliament is very clear on the government’s requirements At present, a decision has not yet been made on whether the temporary technical agreement between Iran and the International Atomic Energy Agency will be extended, and whether the surveillance data taken in Iran’s nuclear facilities in the past four months under this agreement will be deleted.

According to the “Anti-Sanctions Strategy Law” passed by the Iranian Parliament in December last year, the Iranian government will suspend the implementation of the Additional Protocol to the Treaty on the Non-Proliferation of Nuclear Weapons on February 23, 2021. Part of the necessary supervision, supervision activities beyond the scope of safety guarantees will have to stop. To this end, the International Atomic Energy Agency reached an interim technical agreement with the Iranian government on February 21 this year to continue to carry out some of the necessary inspection activities in Iran. The number of inspectors of the International Atomic Energy Agency in Iran remains unchanged, and the agency is meeting the requirements. After Iran’s conditions, surveillance video data in Iran’s nuclear facilities can be obtained. If the Vienna talks aimed at restoring the Iran nuclear agreement yield results and the United States lifts sanctions on Iran, the International Atomic Energy Agency can obtain these monitoring data. The interim technical agreement is for a period of 3 months and expires on May 21. On May 24, this interim understanding was extended for one month until June 24.

Khatibzad said that the law enacted by the Iranian parliament is mandatory, and in order to resolve some concerns of the International Atomic Energy Agency about Iran’s implementation of the “Anti-Sanctions Strategy Law”, Iran and the agency signed this temporary technical agreement. When the agreement expired three months later, Iran internally decided not to delete the surveillance data captured inside the nuclear facility for the time being. However, since the implementation of the Anti-Sanctions Strategy Law, Iran has not provided the International Atomic Energy Agency with any access to nuclear facilities beyond the scope of security guarantees. He also said that the negotiations for the Vienna talks have reached a time when all parties involved in the Iran nuclear agreement must make a decision. Now Iran is waiting for other countries, including the United States, to make a decision. (Headquarters reporter Lei Xiangping)
