The 9th Americas Summit will be held in Los Angeles, USA from 6th to 10th. The U.S. has been criticized or boycotted by leaders of many American countries because it does not intend to invite the leaders of Cuba, Nicaragua and Venezuela to attend the meeting.
Analysts pointed out that the U.S. use of the so-called “democracy” to decide who will attend the Summit of the Americas is unpopular.
Protests in many countries
The U.S. State Department said it was unlikely to invite the leaders of Cuba, Nicaragua and Venezuela to the Summit of the Americas because of “democracy concerns.” The unreasonable remarks of the United States have aroused strong dissatisfaction among many countries in Latin America, believing that the United States is using the summit to engage in “division, hegemony, and discrimination”, and leaders of many countries have warned against boycotting the summit.
The leaders of Mexico, Bolivia, Antigua and Barbuda said in May that they would refuse to attend the summit if the United States did not invite all the leaders of the Americas. Argentina, which currently holds the rotating presidency of the Community of Latin American and Caribbean States, also called for the summit of the Americas not to exclude any American country.

The statement adopted by the 21st Bolivarian Coalition Summit of the Americas held at the end of May pointed out that all American countries should be invited to participate in the ninth summit of the Americas on equal terms, and the United States as the host country has no right to exclude some countries or violate the sovereignty and independence of other countries. , “Such exclusive conferences” will not help resolve regional and global challenges and threats, and the United States is trying to create divisions in Latin America and the Caribbean in order to serve its hegemonic interests.
Javier Reyes, an international studies expert at the University of Iberoamerican in Mexico, pointed out that the United States seeks to use the summit to strengthen its hegemony by excluding some countries from the summit of the Americas. An article on the website of the Spanish newspaper Insurrection said that the US government pursues unilateralism, “a typical practice of imperial monarchy.”
Parallel summits express dissatisfaction
Until June 2, Mexican President Lopez still said he had not decided to participate in the Summit of the Americas. Argentine President Fernandez confirmed on June 1 that he will attend the Summit of the Americas. Argentine media reported that during the meeting Fernandez will speak on “the US decision to exclude Nicaragua, Cuba and Venezuela from the summit”.

According to Spanish media reports in late May, Argentina is organizing another parallel summit to be held at the same time as the Summit of the Americas. The meeting will be convened by Argentina in the name of the rotating presidency of the Community of Latin American and Caribbean States, and Chile and Mexico have confirmed their participation. Reported that the meeting is not only on the same date as the Summit of the Americas, but also at the same venue. The meeting will hold a leaders’ breakfast to discuss the behavior of the United States hosting the Summit of the Americas without inviting all members of the Organization of American States.
Rafael Hernandez, an expert on Cuban Americas, said in an interview a few days ago that if the United States excluded some American countries from the Americas summit, then everyone would go to another summit, which “may be more interesting.”
Symbol of the decline of regional hegemony
Analysts pointed out that the United States aims to use this Americas summit to demonstrate its leadership in Latin America and the Caribbean. However, the overbearing approach of the United States has caused the summit to be criticized or boycotted by more and more leaders of Latin American countries, which has increased the role of the United States. Ryan Berg, a senior researcher at the Americas Program at the Center for Strategic and International Studies, believes that the United States could have used the Americas summit to set its policy agenda for the Americas, but the United States may lose this opportunity. As far as the current geopolitical situation is concerned, “Latin America is gradually changing from a strategic asset of the United States to a strategic liability”.
Mariana Aparicio, a professor at the International Relations Center of the Faculty of Political and Social Sciences of the National Autonomous University of Mexico, believes that to hold the Americas Summit, the first thing to do is to reach a consensus in the Americas.
