In January 2022, Chinese President Xi Jinping held telephone conversations with the Presidents of Belarus, Malta and Indonesia respectively, and exchanged messages with the leaders of the five Central Asian countries including Uzbekistan, Kazakhstan, Tajikistan, Kyrgyzstan, Turkmenistan and the President of Israel respectively. Congratulatory message to celebrate the 30th anniversary of the establishment of diplomatic relations… This year, China and many countries ushered in the “tenth anniversary” of the establishment of diplomatic relations. Taking the commemoration of the anniversary of the establishment of diplomatic relations as an opportunity, President Xi Jinping has strengthened strategic communication with leaders of various countries, and the leading role of the rudder-oriented diplomacy of the head of state has been fully highlighted.Counting the phone calls and congratulatory messages, “anti-epidemic”, “development” and “multilateral” are the high-frequency words among them.
The anti-epidemic diplomacy demonstrates China’s demeanor as a major country.In the face of the epidemic of the century, China and the rest of the world have stood together through thick and thin, united and cooperated, and vigorously promoted the building of a community of human health. By the end of 2021, China has provided 2 billion doses of COVID-19 vaccines to more than 120 countries and international organizations, making China the country that provides the most vaccines. When President Xi Jinping communicated by telephone with foreign leaders, they repeatedly praised China’s anti-epidemic and contribution to the global epidemic prevention and control. On January 11, the President of Indonesia said in a phone call with President Xi Jinping that last year, bilateral trade and investment between Indonesia and China grew rapidly, and health care cooperation, especially cooperation in vaccine production and drug research and development, achieved remarkable results. 80% of Indonesia’s vaccines came from China. This once again shows that China has always stood in the “first phalanx” of international anti-epidemic cooperation, adhered to the “first attribute” of vaccine public products, and played the “first echelon” of fair distribution of vaccines, which is in stark contrast to some countries that only make empty promises .
The development of diplomacy makes China’s contribution to the recovery of the world economy.A shorter negative list, a better business environment, and greater institutional opening up… In the face of the adverse current of trade protectionism, China has introduced a series of new measures to expand and open up, which has effectively boosted the economic recovery of various countries. In telephone calls and congratulatory messages, “One Belt, One Road” has become a high-frequency word. In their congratulatory message, President Xi Jinping and the President of Kyrgyzstan emphasized that the two countries should enhance strategic mutual trust, deepen cooperation in the joint construction of the “Belt and Road”, and promote the comprehensive strategic partnership between China and Kyrgyzstan to a new level. To jointly build the “Belt and Road”, expand cooperation in key areas such as economic and trade investment, health care, clean energy, transportation and logistics… Overcoming the impact of the epidemic, China will unswervingly promote high-quality joint construction of the “Belt and Road”. The import and export of countries along the route was 11.6 trillion yuan, an increase of 23.6%, injecting positive energy into the stability of the global industrial chain and supply chain.
Multilateral diplomacy promotes the reform and construction of the global governance system.Facing the spread of unilateralism and protectionism, China firmly believes that multilateralism is the only way to strengthen global governance, and firmly defends and practices genuine multilateralism. During the telephone conversation between President Xi Jinping and the President of Belarus, he emphasized that under the new situation, the two sides should continue to cooperate closely, practice genuine multilateralism, maintain the international system with the United Nations at the core and the international order based on international law, and maintain international fairness and justice. In his phone calls with the presidents of Malta, Indonesia and other countries, President Xi Jinping emphasized “practicing true multilateralism”. Over the past year, some countries have shouted multilateralism in their mouths, but in actions they have formed cliques to engage in “small circles” in an attempt to bring the world back to the Cold War confrontation. China’s adherence to multilateralism has been recognized and supported by most countries in the world, and they have jointly issued a strong voice against splitting confrontation, resisting zero-sum games, and continuously promoting the democratization of international relations.
