This bill was passed in the Russian State Duma (lower house of parliament) on May 19 and will be handed over to President Vladimir Putin for signature after the approval of the Federal Council. After Putin signed, Russia will officially withdraw from the contract in six months.

Russian Deputy Foreign Minister Sergey Ryabkov said on the 2nd that the Russian government is about to issue a decree on withdrawing from the “Open Skies Treaty.” He did not specify when the decree was issued.

Putin and US President Joseph Biden are scheduled to meet in Geneva, Switzerland on June 16. Ryabkov said that Russia currently does not intend to include the “Open Skies Treaty” on the agenda of the meeting unless the US changes its mind and decides to return to the “Open Skies Treaty”, but this situation is “impossible.”

When Biden ran for US president last year, he criticized then President Donald Trump for his “short-sightedness” decision to withdraw from the Open Sky Treaty. However, the Biden administration notified Russia at the end of May this year that the US decided not to return to the treaty.

The Russian State Duuma issued an announcement when it passed the withdrawal bill on a monthly basis, emphasizing that this move by the Russian side was in response to the unilateral breach of the contract by the United States.

In May 2020, the Trump administration informed other parties to the treaty of its withdrawal decision on the grounds that Russia violated the “Open Skies Treaty”, and formally withdrew in November of the same year.

The Russian Ministry of Foreign Affairs issued a statement in January this year, pointing out that the withdrawal of the United States from the “Open Skies Treaty” has caused huge losses to the treaty in enhancing mutual trust in security. The Russian side has put forward specific proposals and hopes to maintain the treaty under the new conditions. Russia regrets that the United States has failed to support the Russian proposal. The Russian government decided on January 15 to start the domestic procedure for withdrawing from this treaty.

The Russian side said earlier that if the United States returns to the treaty, the Russian side is willing to suspend the withdrawal procedure.

The “Open Skies Treaty” was signed in 1992 and entered into force in 2002. There are currently more than 30 contracting states, including most of the NorthAtlantic oceanConvention organization countries. States parties can conduct unarmed aerial reconnaissance on each other’s territories as required. This is an important confidence-building measure after the end of the Cold War, helping to increase transparency and reduce the risk of conflict. Since the treaty entered into force, the contracting states have carried out more than 1,500 aerial reconnaissances in accordance with regulations.
