[China News Agency]The UN Security Council reviewed the situation in Ukraine on the 5th, and UN Secretary-General António Guterres called for an independent investigation into the Bucca incident.
Guterres told the meeting that the images of the killing of civilians in Bucca are shocking and that an independent investigation must be conducted. The international community should also pay attention to the impact of the Russian-Ukrainian conflict on the global economy, especially the impact on developing countries.
DiCarlo, UN Under-Secretary-General for Political and Peacebuilding Affairs, said there were reports of civilians being looted, raped and killed during the Russian occupation of Bucca. The United Nations is equally concerned about other possible war crimes and supports an investigation into related leads.
Ukrainian President Volodymyr Zelensky spoke at the meeting via video. He said the intentional killing of local residents by the Russian army was outrageous. He called on the Council to play a role.
Russia’s Permanent Representative to the United Nations, Nebenja, insisted that the so-called “Russian military killing of civilians in Bucha” was fabricated by Ukraine, and that Western media conducted indiscriminate reports in order to slander Russia.
Zhang Jun, China’s permanent representative to the United Nations, said that the reports and images of the deaths of civilians in Bucca are very disturbing, and the relevant circumstances and specific causes of the incident must be found out. Any allegations should be based on facts, and all parties should exercise restraint and avoid groundless accusations until conclusions are drawn.
The city of Bucha is on the west side of Kiev, the capital of Ukraine, and is under the jurisdiction of the Kyiv Oblast. The Russian army occupied the city in early March. The Russian Ministry of Defense previously stated that the Russian army had completely withdrawn from the city on March 30, and no civilians were killed at that time.
