The new patriarch of the Catholic Armenian Richlichia was elected at the Synod of Bishops in Rome.

Before his election, the new patriarch was the leading archbishop of Cesaria (Cesarea di Cappadocia) in Cappadocia and the bishop of Armenian Catholics in Eastern Europe.

Minasian was born in Beirut, Lebanon on November 24, 1946. After growing up, he practiced in the monastery of the Patriarchate of Zomar, and then completed his studies in theology and philosophy at Pontifical Gregorian University. He also completed a course in educational psychology at Pontifical Blessings University, and was ordained as a priest on June 24, 1973, and became a member of the priesthood of the Buzomar Patriarchate. From 1973 to 1982, he served as the priest of the Armenian Cathedral of Beirut and later the secretary of the Patriarch of Hovannes Bedros XVIII Kasparian.
Accepted from 1984 to 1989, Minasian was responsible for the construction of the building complex of the Holy Cross Church in Beirut. In 1989, he was transferred to the United States to work, and until 2003 he served as the main church of Catholic Armenian worshipers in California, Arizona and Nevada. In 2005 he was appointed as the bishop of the patriarchate of the Armenian patriarchs of Jerusalem and Amman.
In 2011, Minasian served as the bishop of Catholic Armenian believers in Eastern Europe. The pope granted him Armenia as the head bishop of Caesarea in Cappadocia and his personal status as archbishop. From June 24 to 26, 2016, Pope Francis accompanied the Pope during his visit to the Armenian Apostle.
