BERLIN – It is the “fatigue of the plains”, Bertolt Brecht would have said. Sixteen years of Angela Merkel the government meant sixteen years of opposition for the Greens. And while their goad on environmental policies has always been important in pushing traditional parties to internalize the titanic fight against climate change, the Gruenen’s foreign policy does not seem to have benefited from the ‘resting’ years on the opposition benches.
