NEW YORK – The 193 members of the UN General Assembly passed a resolution requiring the five permanent members of the Security Council to justify their use of veto power. The reform, the approval of which was met with long applause, received a decisive boost with the Russian invasion of Ukraine. At other times, the proposal to put constraints on veto power had been blocked in the bud.
