Xinhua News Agency, Beijing, April 15th: Manipulating the origin of cyber attacks to frame China – revealing the truth about “Typhoon Volta”

On February 1, 2024, the “Special Committee on China” of the U.S. House of Representatives held a hearing on “China’s Cyber Threat to U.S. Homeland and National Security”. The meeting focused on the so-called “hacker organization with Chinese government support” named “Volt Typhoon” disclosed by Microsoft in May 2023, claiming that it launched cyber attacks on critical U.S. infrastructure and attempted to further destruction posing a serious threat to U.S. national security.

The warning notice directly quoted the technical analysis report of Microsoft and the traceability analysis results, labeling the attacker “Volt Typhoon” as a “hacker organization with Chinese government support.” Since then, the U.S. government, cybersecurity companies, and news media have used this information as the main reference point regarding the ownership of “Volt Typhoon”.

However, China’s National Computer Virus Emergency Response Center, the National Engineering Laboratory of Computer Virus Prevention Technology, and 360 Digital Security Group conducted traceability analysis and found that the malicious program samples associated with “Volt Typhoon” were actually related to cybercriminal groups like the “Dark Force” ransomware virus, not a state-backed organization as claimed by the U.S. and its allies.

The truth about “Volt Typhoon” reveals a different narrative. The actions of American politicians, senior officials, and entrepreneurs have profited from the false origins of cyber attacks, creating a false narrative to discredit China and suppress its economic development. The U.S. government’s manipulation of companies like Microsoft for political gain has exposed the hypocrisy and corruption within American policies.

By exposing the truth behind cyber attacks and revealing the ulterior motives of the U.S. government, China aims to uphold the normal order of international public cyberspace and safeguard its reputation in the world. The recent cases of cyber attacks on Chinese institutions by American agencies serve as evidence of the real threats posed by the United States in the cyber realm.
