[Epoch Times October 22, 2021]Hello, audience friends, I am Yokogawa, and welcome everyone to the “Yokogawa View” channel. Today is Thursday, October 21st.

Today’s focus: The rumor that the Sixth Plenary Session of the Communist Party of China will have a resolution, which is inconsistent and incomparable with the two resolutions in history; independent candidates for the National People’s Congress have begun to be suppressed and face “the whole process of people’s democracy.”

The Sixth Plenary of the Communist Party of China will make the third resolution in history. The previous two resolutions were the liquidation of the previous personnel and policies, and they were broken; the establishment of new authority and policies is a proof of history since then, and they have saved the CCP. And the third resolution can neither be denied nor create a new one. You can only praise yourself. It is nonsense to stand up and become rich and strong. When Xi Da talks about democracy, why not take advantage of American democracy to promote the totalitarian regime of the CCP? Independent candidates for the Beijing People’s Congress slapped CCP-style democracy.

The difference between the CCP’s resolutions this time and the past two resolutions, why can’t it be denied?

A few days ago, the CCP announced that it would make a resolution at the Sixth Plenary Session of the Central Committee. From the perspective of the title, it is obviously a self-bragged resolution: “The Resolution of the CPC Central Committee on the Party’s Major Achievements and Historical Experience in a Century of Struggle.” , Because the CCP has only had two resolutions in history, both of which are the most important turning points in the CCP’s own history. So what is different this time?

1) The past two times were all or partial denials of the past. For example, after the first Yan’an rectification, Mao removed all the influence of the CCP general secretaries before him, from organization to ideology, that was in 1945. The Seventh Plenary Session of the 6th Central Committee of the Communist Party of China completely rejected the right opportunism of Chen Duxiu to the leftist line of Wang Ming. It was at that time that several line struggles that became the standard for the history of the Communist Party of China textbooks were finalized at that time.

The second resolution was in 1981, at the Sixth Plenary Session of the Eleventh Central Committee, which made a partial summary and negation of the Cultural Revolution and previous political movements. It can be regarded as negating the Cultural Revolution but not negating Mao. It created the economic development of the next 40 years. Both resolutions are negative transitions within the CCP, strictly speaking, they are those two.

2) This time, it will not be negative in nature, not because I don’t want it but I can’t. There is a saying that Mao made China stand up, Deng made China rich, and Xi made China strong. First of all, it must be said that Mao did not make China stand up, but made the CCP stand up.

Even according to the textbooks of the Chinese Communist Party, that is to say that it has got rid of the aggression and partition of the great powers, it is the Republic of China. Perpetuated the unequal treaty with Russia.

The other China that became rich was probably mainly the privileged class, because if the total economic volume is not calculated, but the average or median value, most countries can develop peacefully without major wars after World War II. China is no better than other countries. The country is doing better.

As for getting stronger, let’s talk about it in a moment. Let’s borrow this phrase for the time being, that is, on what basis did Xi Jinping become stronger? Ideology is based on Mao. The current “East ascends, West descends” and the “East wind blows the drums of war, and who is afraid of whom in the world” are in the same line. There is no new idea.

The economic foundation was laid by Deng’s reform and opening up. Xi Jinping’s real confidence is here. Although Xi may want to return to a fully planned economy, he can’t actually do it. If he does, his strength will become a castle in the air. So it cannot be denied.

Why can’t it be broken or standable, and being strong is bullying Hong Kong and Taiwan?

3) The previous two resolutions were all aimed at establishing a new authority (Mao) or a new policy (Deng). They both made a judgment on their predecessors. As for whether the new authority and policy have been established, it is not something that can be confirmed at that time. Looking back a few years later, that was a turning point. This is what Mao Zedong said, “If you don’t break it, you won’t stand up, and the broken word will be in it” (if you add it to the 516 notice), so the two resolutions have this factor.

But since it was not broken this time, it was actually not established. This can also be seen from Xi Jinping’s current policy. Ideology is copied from Mao, and economic policy is partially contracted from Deng to Mao. There is nothing new, and there is no new idea even on the external side. It is nothing more than abandoning Deng’s concealment and keeping a low profile. Originally, there is a meaning of not installing when the time is up. Still no breakthrough.

According to the CCP’s discourse system, if there is no break, there will be no establishment. It belongs to the so-called “carrying on the past and opening the future” without innovation.

What are the main signs of strength? There used to be a saying that when the motherland is strong, no one dares to bully us, but in fact we are bullied and no one dares to help us. The power of the CCP is mainly manifested in its bullying of Hong Kong and Taiwan. The former is really no one dares to help Hong Kong people, and the latter is okay. At least it has begun to form a climate to help Taiwan.

In the past, people said that the CCP was an insider in civil war and an outsider in foreign war, which meant that it only fought against Chinese people. It was best able to fight a civil war, but even if it did not dare to defeat foreign enemies, it was mainly referring to the anti-Japanese war.

Powerful includes political, economic, military and cultural aspects. So far, the CCP has not yet formed soft power attraction in terms of ideology and ideology. Although Western countries have touted the Chinese model for the purpose of appeasement and appeasement a few years ago, no one has it. I have really studied, but I have not learned it, and I have basically given up now.

In the military, apart from the threat to Taiwan and the expansion of the South China Sea, there has been no substantial breakthrough, and the main thing is not its own strength, but the weakness of the United States. Culturally, it is actually very unconfident. Confucius, who had criticized and criticized himself, went everywhere to build Confucius Institutes, but he dared not build CCP Institutes.

These aspects are difficult to break through in a short period of time. Therefore, the CCP may take risks in the military reunification of Taiwan, because this may be the only possible “strong” actual action. Although I personally think that the short-term possibility is unlikely, at least the possibility before the top 20 is extremely small.

The first two times are the rising period of life-saving, what is this time to make up?

4) Is it a turning point for the CCP? Everyone believes that Xi Jinping has made a major change in CCP policy. He returned to the CCP in an all-round way before the Cultural Revolution and gave up hiding his powers and bidding his time.

But first, although the three resolutions are or may be major policy adjustments, they have never changed the nature of the CCP, but have different appearances in different periods; whether they have a significant impact on the survival and development of the CCP is confirmed by the retrospective review of historical development. , Not designed by the resolution; only from the perspective of its influence on the history of the CCP, the CCP has always been a disaster for China and the world.

From another perspective, if the CCP needs to sing praises for itself in the centuries since its founding, it turns the two historically negative resolutions into a positive third resolution, and the first two resolutions have saved the CCP to some extent. The life of the CCP belongs to the rising period of the CCP, so this time the decision that was purely to make up the number is more like a return to light.

Why didn’t Xi take advantage of the problem of Western democracy and mass democracy

Xi Jinping recently talked a lot about democracy, and the so-called “full-process democracy” is rather strange. It is strange that there are problems with democracy all over the world. It was originally a good time for the CCP to advocate the superiority of its system and deny democracy. Why should it join in the excitement of democracy? .

Democracy is problematic. Most governments must be freely integrated with individual rights. Today, the United States has indeed exposed the shortcomings of democracy, and it is difficult to modify the system because the American system is based on people’s beliefs and morals. Once there is no support for belief and morality, the system cannot operate as designed.

The Chinese Communist Party’s democracy was not pioneered by Xi Jinping. 45 years and 46 years after the first resolution, the Chinese Communist Party’s “Xinhua Daily” talked about democracy, and it was American-style democracy. It was regarded as a beacon, and it was China. What is most needed is that even the CCP’s political system is a “people’s democratic dictatorship,” although it is obviously self-contradictory. But everyone has witnessed that there has never been a democratic form or content under the Chinese Communist regime.

Independent Candidates of Beijing People’s Congress Slap CCP-style Democracy

It is very accurate for the outside world to call the National People’s Congress a rubber stamp. The task of NPC deputies is to pass and stamp their hands to legitimize the will of the Chinese Communist Party. Deputies to the National People’s Congress, of course, cannot represent the interests of the people, but can only represent the interests of the party, so independent candidates must not be given a chance.

Originally, there are a few independent candidates among the deputies to the National People’s Congress who can add luster to the CCP. To behave like this is better than shouting 10,000 times for democracy, but the CCP will not do it.

The experience of the 14 independent candidates in Beijing this time also proves that they were treated under house arrest, drinking tea, traveling, etc. at the beginning. The 2011 independent candidate Liu Ping in Xinyu, Jiangxi was a typical case. The campaign was constantly harassed by the police. , Detained to prevent her from running for election, and was eventually sentenced. The vast majority of independent candidates were harassed and persecuted. It was the largest number of non-governmental independent contestants except in the early 1980s, and it almost ended in a complete failure. The failure was not because it did not get the support of votes, but because the CCP suppressed it.

Even in the election in the early 1980s, independent candidates were suppressed after being elected. I know an independent candidate from Jiangxi Normal University, a 77-level student, who was selected. The provincial party committee called him to write a public review, saying that he was wrong in participating in the election, otherwise he would not be assigned a job after graduation.

Why does the CCP want to talk about democracy now? On the one hand, it is fighting for the right to speak and define internationally. Don’t you talk about universal values? In the future, universal values around the world will be defined by the CCP, which is much more convenient than the CCP’s re-creation of a system and the need for everyone to accept it; but on the other hand In fact, it also reflects the CCP’s lack of confidence in its own totalitarian system.
