At a press conference held by the State Council Information Office on February 4th, officials from the Central Finance Office and the Central Agricultural Office interpreted the No. 1 Central Document, which systematically deploys the work of “agriculture, rural areas, and farmers” and provides valuable policies to promote comprehensive rural revitalization.

The release of the “Opinions of the Central Committee of the Communist Party of China and the State Council on Learning and Applying the Experience of the “Thousand Villages Demonstration and Ten Thousand Villages Renovation” Project to Effectively and Effectively Promote Comprehensive Rural Revitalization” on February 3rd marks the 12th guideline for “agriculture, rural areas, and farmers” since the 18th National Congress of the Communist Party of China. Central Document No. 1.

Han Wenxiu, deputy director of the Central Finance Office, and director of the Central Agricultural Office, summarized the overall framework of the document as “two guarantees, three improvements, and two reinforcements.” The “two guarantees” focus on ensuring national food security and preventing large-scale poverty. The “three improvements” aim to enhance rural industrial development, rural construction, and rural governance. The “two reinforcements” are measures to strengthen the two-wheel drive of science and technology and reform and strengthen farmers’ income increase.

Zhu Weidong, deputy director of the Central Finance Office and deputy director of the Central Agricultural Office, emphasized the importance of stabilizing the sown area to ensure national food security. This includes mobilizing the enthusiasm of farmers to grow grain and implementing policy measures such as subsidies, insurance, and minimum purchase prices for certain crops. Additional measures will be taken to promote a new round of actions to increase grain production capacity by 100 billion kilograms.

The interest compensation mechanism for major grain-producing areas was also addressed, with plans to increase support for major grain-producing counties and establish an inter-provincial horizontal interest compensation mechanism for grain production and marketing areas.

The document also outlines plans to accelerate the revitalization of the seed industry and research on key core technologies, as well as measures to promote the distribution of agricultural product processing industries to major grain-producing areas.
