The Slovenian website Necenzurirano published some excerpts from the document, entitled “Western Balkans – the way forward”. Sent in February, according to the Slovenian newspaper, the document (without header or signature) would have originated from the office of the premier of Ljubljana, who will assume the rotating presidency of the EU in the second half of this year. Jansa has already denied paternity, while an official communication has not yet arrived from Michel’s office in Brussels.

“In Kosovo, 95 percent of the population wants to join the native Albanian nation. The situation is similar in Albania. The border between Albania (a member of NATO) and Kosovo is practically non-existent. The Serbian part of Kosovo would get a special status – following the example of South Tyrol “, states the document.

The second proposal concerns the unification of most of the territory of the Republic of Srpska (Serbian entity of Bosnia and Herzegovina) with Serbia. “The Serbian national question can be largely resolved by annexing part of the Republic of Srpska to Serbia. In this case, Serbia is ready to accept the unification of Kosovo and Albania,” the document reads.

The third proposal concerns the Croatian national question, which can be resolved in two ways: by merging the majority of the Croatian cantons of Bosnia and Herzegovina with Croatia or by granting a special status to the Croatian part of Bosnia and Herzegovina (using the South Tyrol model) . Finally, the document specifies that “Bosnians would thus have an independent functioning state and take full responsibility for it. In a referendum, people could choose between a future EU or non-EU (Turkey). For now, the vast majority of Bosnians supports the EU perspective but in the event of a continuation of chaos and a sharp increase in Turkish influence and radical Islam, the situation could deteriorate drastically over the next decade “. Finally, the solutions include the implementation of an economic program by the European Union to support the region and an acceleration of the EU and NATO accession paths.
