Yesterday, six departments in Beijing jointly held a press conference to interpret the newly released “Beijing Action Plan to Actively Promote Equipment Updates and Trade-in of Consumer Goods.” The plan includes 23 specific measures aimed at promoting equipment updates and trade-ins in various areas, such as infrastructure, public safety, industrial development, and recycling. One of the key measures introduced is a subsidy policy to encourage the trade-in of green smart consumer goods, focusing on supporting 26 categories of green smart products.

In the field of consumer goods trade-in, a subsidy policy will be introduced in May to encourage the trade-in of green smart products. This policy will provide subsidies for the purchase of new energy passenger cars or the scrapping of older models. For example, individuals who scrap a fuel passenger car with National III emission standards or below and purchase a new fuel passenger car with a displacement of 2.0 liters or below will receive a subsidy of 7,000 yuan.

Another important aspect of the plan is the installation of elevators in old buildings, which is considered a vital livelihood project by the municipal government. This year, the city plans to start construction of 1,000 elevators and complete 600 elevators. The installation of elevators in old buildings will be included in the scope of equipment renewal and consumer goods trade-in.

Additionally, Beijing will focus on supporting 26 categories of green smart products, including green energy-saving products like refrigerators and washing machines, as well as smart home products like robots and speakers. Consumers purchasing new products in these categories will receive a preferential subsidy of 10% of the new product price, up to 1,000 yuan for a single product.

The plan also addresses the renovation of urban operation facilities, such as heating and sanitation systems. The city aims to complete the renovation of 700 kilometers of old heating pipeline networks by 2024 and increase the proportion of new energy vehicles in sanitation fleets to 40% by the end of the same year.

Moreover, the plan includes initiatives to facilitate the trade-in of old home appliances and furniture through the establishment of a recycling network. A three-tier system of recyclables delivery points, transfer stations, and renewable resource sorting centers will be put in place to ensure the convenience of citizens’ transactions.

Overall, the “Beijing Action Plan to Actively Promote Equipment Updates and Trade-in of Consumer Goods” aims to increase advanced production capacity, improve production efficiency, promote energy conservation and carbon reduction, and eliminate safety hazards. It is expected to play a crucial role in promoting high-end, intelligent, and green development in Beijing.
