Almost 10 billion, 9.7 to be precise. This is the amount of the allocation of resources from the Development and Cohesion Fund (FSC) 2021-2027 approved yesterday by Cipess and divided into 17 resolutions, each for each assigned region. An “important stage in government action” for which “all of us must be proud of the teamwork we have done and which has brought us this far” declared Prime Minister Meloni who chaired the meeting. With her the undersecretary to the presidency of the Council Alessandro Morelli and the owner of the dossier, the minister Raffaele Fitto. The Prime Minister recalled that «in the meeting of 3 August 2023, this Cipess resolved the programmatic attribution to the Regions and Autonomous Provinces of 32.366 billion euros of FSC, a total share equal to 60% of the available 2021-2027 FSC resources» but he also warned: “It is essential to spend those resources well, in the shortest time possible, avoiding waste and inefficiencies.”

The assignments

So full steam ahead with the assignments for 17 regions: these are Abruzzo, Basilicata, Calabria, Emilia Romagna, Friuli Venezia Giulia, Lazio, Liguria, Lombardy, Marche, Molise, Piedmont, Tuscany, Umbria, Valle d’Aosta and Veneto and the provinces autonomous of Bolzano and Trento. The resolutions divide the 2021-2027 FSC resources for 9.7 billion euros, of which 1.5 billion are intended for the co-financing of the European regional programs 2021-2027. The funds will finance the interventions envisaged in the cohesion agreements and their assignment “gives title to their inclusion in the budgets of the Regions and autonomous Provinces”, as Palazzo Chigi explains in a note. With the resolution «fundamental projects for the territory will be able to start – says undersecretary Morelli -. This is a useful public expenditure for the implementation of works and interventions, but also a substantial investment that will be able to multiply its effects in favor of businesses and local communities”. Morelli then announces in the coming weeks but «once the relevant cohesion agreements have been signed» the approval of the 2021-2027 Development and Cohesion Fund for Campania, Puglia, Sardinia and Sicily, the four regions that are missing to complete the puzzle.

The other measures

The amount of 154.3 million from the rotation fund for the co-financing of the agreement for the Marche region is then added to the allocated resources. Cipess then resolved yesterday to defund – “due to failure to comply with the terms” – of the ordinary sections of the development and cohesion plans (FSC 2014-2020 and previous ones) for a total value of almost 300 million for 23 regions and metropolitan cities, thus drying up the total financial envelope at 16.2 billion euros. Finally, yesterday’s meeting gave the green light to the update of the financial plan of the Veneto motorway concessions which manages over 74 km of motorways under concession. The Plan says a note from Cipess «envisages investments equal to approximately 164.6 million euros, of which 154.5 million euros in reversible assets from 2020 to 2032».
