Ministry of Commerce Announces Trade-in Policy for Fuel Passenger Vehicles Below National III Emission Standards

On May 11, the Ministry of Commerce website released the Auto Trade-in Subsidy Questions and Answers Manual (2nd Batch) to provide clarity on the implementation of the car trade-in subsidy. One of the key points highlighted in the manual is the inclusion of fuel-fired passenger vehicles with emission standards of National III and below in the trade-in subsidy program.

According to the guidelines provided, vehicles registered before the national mandatory standard “Light-duty Vehicle Pollutant Emission Limits and Measurement Methods (China III and IV Phases)” are eligible for the subsidy. This includes gasoline passenger cars registered before June 11, 2011, and diesel passenger cars registered before June 30, 2013. Additionally, other fuel type passenger cars such as blends, natural gas, LPG, methanol, ethanol, and biofuels are also included in the subsidy program.

The implementation time for the car trade-in subsidy is from the date of issuance of the “Details” on April 24, 2024, to December 31, 2024. The subsidy application period is from April 24, 2024, to January 10, 2025. It is important to note that if the subsidy application or relevant information is not submitted within the specified time frame, the subsidy will not be processed.

The Ministry of Commerce emphasized that car owners have the flexibility to either scrap their old cars first or buy new ones first. However, the supporting materials such as the “Scrapped Motor Vehicle Recycling Certificate” and “Motor Vehicle Sales Unified Invoice” should be issued between December 24th and December 31st, 2024.

Consumers who purchase new energy vehicles listed in the “Catalogue of New Energy Vehicle Models with Reduction and Exemption of Vehicle Purchase Tax” during the policy implementation period can enjoy the subsidy, even if the model is later removed from the list.
