Ministry of Industry and Information Technology Issues Guiding Opinions on Green Development of Manufacturing Industry

On March 1, the Ministry of Industry and Information Technology, along with several other government departments, announced the release of the country’s first “Guiding Opinions on Accelerating the Green Development of the Manufacturing Industry.” The goal is to have the output value of green factories account for more than 40% of the total output value of the manufacturing industry by 2030, laying a strong foundation for promoting new industrialization.

The “Guiding Opinions” also aim to enhance the endogenous driving force for green development in the manufacturing industry by 2035, stabilizing and decreasing carbon emissions while improving carbon neutrality capabilities. This will emphasize the green and low-carbon competitive advantages in global industrial and supply chains, ultimately making green development a common form of new industrialization.

In recent years, China has made significant progress in constructing a modern industrial system and advancing high-end, intelligent, and green manufacturing industries. By 2023, the country expects the added value of high-tech manufacturing and equipment manufacturing industries to increase, with the production and sales of new energy vehicles surpassing 9.5 million units.

A green factory is defined as an enterprise that achieves intensive land use, harmless raw materials, clean production, waste recycling, and low-carbon energy. These factories play a pivotal role in implementing green manufacturing practices and promoting sustainability efforts nationwide.

The “Guiding Opinions” also call for the transformation and upgrading of traditional industries towards green and low-carbon development. This involves optimizing product structures, energy consumption, and processes to build a clean, efficient, and low-carbon industrial energy consumption structure. Several industries have already undergone green and low-carbon transformations, resulting in decreased pollutant emissions and carbon footprints.
