Compensation to companies most directly affected by the effects of the war in Ukraine should be calculated on the basis of three requirements. This is the scheme currently under discussion: the standard, being studied by the Ministry of Economic Development, is still being defined and there will be further meetings in view of the Council of Ministers on Monday where the new Aid decree will arrive.
Refreshments for war damage
It is not easy to build a mechanism of relief on a new subject such as the repercussions of a conflict. At the moment, the proposal put forward by Minister Giancarlo Giorgetti is based on a request to the Ministry of Economy that is still quite contained, 200 million, and is aimed at SMEs, thus excluding large companies.
The Fund aims to at least partially compensate for losses in turnover resulting from the contraction in demand, the interruption of existing contracts and projects and crises in the supply chains. To access non-repayable grants, SMEs should cumulatively present three requirements.
The conditions under study
The first is the realization, directly or indirectly, in the last two years of commercial operations, including the procurement of raw materials and semi-finished products, with Ukraine, Russia and Belarus equal to at least 20% of the total company turnover.
The second condition is that the company has experienced, in the last quarter, an increase in the average purchase cost for raw materials and semi-finished products of at least 30% compared to the average of the same period of 2019, the last pre-Covid year.
