Holloch is co-author of Transparency Germany’s statement on the draft whistleblower protection law. There was already a proposal to set up a fund to support and advise whistleblowers – similar to the Federal Family Ministry’s fund for sexual abuse victims or the White Ring. The European directive on which this law is based already states that member states can provide financial aid and supportive measures, including psychological care. In Belgium, for example, there is the Federal Institute of Human Rights, which offers comprehensive support including legal advice. It is financed with state money. An important tool, as Ninon Colneric, former ECJ judge and expert on whistleblower protection, emphasizes: “Whistleblowers often lose their existence.”
