BPtK criticizes the draft bill for the Health Care Strengthening Act
From the perspective of the Federal Chamber of Psychotherapists (BPtK), the draft bill clearly falls short of improving local psychotherapeutic care and preventing a foreseeable shortage of specialist psychotherapists. For patients, especially in rural areas, eastern Germany and the Ruhr area, access to psychotherapeutic care must be strengthened in order to promote equal living conditions in mental health care.
“The proposal for separate needs planning for mentally ill children and young people is a good approach so that they can receive psychotherapeutic treatment more quickly where they live in the future,” said Dr. Andrea Benecke, President of the BPtK. “But additional cash register seats must also be specifically created for adults in the countryside, in the Ruhr area and in the historically poorer cities in eastern Germany in order to reduce long waiting times. We are calling for the ratios in psychotherapeutic needs planning to be reduced by at least 20 percent in the GVSG to record.”
The law is also required for complex outpatient treatment for seriously mentally ill patients. “Existing hurdles in the guidelines of the Federal Joint Committee that prevent the development of this important supply offer must finally be removed,” demands the BPtK President. “At the same time – as agreed in the coalition agreement – the treatment capacities for these patients must be expanded in line with their needs.”
In the long term, ensuring outpatient psychotherapeutic care depends on whether there will be enough specialist psychotherapists available in the future. “With the GVSG, the regulatory gap regarding the financing of psychotherapeutic further training must finally be closed,” demands Benecke. “Only with funding can the psychotherapy practices and further training outpatient clinics, which ensure outpatient care on site, set up sufficient further training positions for young psychotherapists.”
