Online purchases of the public administration blocked for a week, due to the debut of the new Consip platform (ministry of economy and finance).
Today the situation has been unlocked, even if some users continue to report slowdowns and inefficiencies to Sole24Ore, however in the process of being resolved. This is the online purchasing portal of the Public Administration, which – as stated on the website “allows for the optimization of public purchases of goods and services by rationalizing public spending and simplifying supply and purchase processes in an innovative and transparent way”.
Consip had foreseen a scheduled stop from 8 pm on May 19th to 8 am on May 25th, precisely for the start of the new public e-procurement system (online purchase).
“The change will be significant and will involve the aspect of the platform, the functions, the negotiations and the orders, as well as the participation of users and the management of the catalog of offers, already active for pre-enabled economic operators”, explains Consip in a note. However, on the 25th the system did not work and the problems, according to what Consip informs our newspaper, dragged on until Sunday.

There are three novelties in the new system.
All the procedures related to the authorization and the negotiation areas have been simplified in use and equipped with new functions; the application architecture has been completely revised for greater integration and interoperability with external systems; the user experience and the graphic interface have been redesigned to improve the overall usability of the system Consip then highlights in particular the advantages of the new authorization of economic operators, now simplified and unique for MePA and dynamic system; the modularity of the electronic market negotiations, with four levels of increasing complexity – from direct negotiation to advanced RFQ. He also mentions the new possibility of articulating the order process into several phases to fully respond to the peculiarities of the individual purchasing initiatives. There are also new catalog management functions for economic operators which, “while making their operations flexible on the other hand, they allow the user of the Public Administration to have a standardized catalog of offers, where it is easier to search for products of interest, compare them and purchase them. ”The support tools for users also change. “No more guides to download, and if anything to print, but an online space where you can search for information on each procedure with ease and immediacy. The new Wiki of Purchases on the Net is born, which joins the other support tools – training events, videos, FAQs, etc. – where to find information for all the information needs of users, PA and economic operators, categorized and organized in an easy and intuitive way ”, writes Consip in a note.
