Filippo Anelli (Fnomceo), Barbara Mangiacavalli (Fnopi), Teresa Calandra (Fno Tsrm and Pstrp) and David Lazzari (Cnop) sign the proposal of the Italian Federation of health and hospital companies sent to the Government, Parliament and Regions aimed at stabilizing the approximately 66 thousand professionals health workers hired during the Covid emergency and today precarious.

11 OTT – The proposal sent by the Italian Federation of health and hospital companies to the Presidency of the Council of Ministers, to the Ministers, to the Presidents of the Chamber and Senate, to the Parliamentary Group Leaders and to the Conference of Regions, to allow the stabilization of staff who in the last year and a half has faced the pandemic emergency in the ward finds the approval of the representatives of the health professions.

“We subscribe to Fiaso’s appeal aimed at stabilizing the 66,029 health professionals hired to deal with the Covid emergency and currently in precarious conditions”, declares the President of the National Federation of Medical Orders (Fnomceo), Filippo Anelli.

“It is true, the 21,414 doctors recruited in this period constitute 21 percent of the force existing at the beginning of the pandemic – underlines Anelli -. Hiring them on a permanent basis would mean recognizing their commitment and, at the same time, giving a breath of fresh air to our National Health Service, devitalized by years of cuts and blocking of turnover. It would also make it possible not to waste the experience acquired during the pandemic and the training imparted during this year and a half ”.

“However, we must not forget that, among the doctors hired with various types of contracts on the occasion of the Covid emergency, there are specialists, postgraduates but also newly graduated and qualified doctors – explains Anelli -. No doctor should be prevented from completing the training course. It is therefore necessary to think of a provision that provides, alongside the recruitment of newly graduated doctors, the possibility of enrolling them, even in excess, in specialization schools. For postgraduates, the process should go through a modification of the DL Calabria, in such a way as to employ professionals by stabilizing the training processes ”.

“Having said that, we can only thank our young colleagues who have put themselves at the service of the country during the pandemic, responding in an affirmative and convinced manner to the recall referred to in Article 9 of the Code of Ethics – continues Anelli -. And it is right and proper that our gratitude, the gratitude of all citizens, of the Republic, should be translated into a concrete and advantageous gesture for the proper functioning of the National Health Service ”.

“Finally, the hope is that this gesture marks the beginning of a new season, which finally gives honor to the merit and commitment that doctors, all doctors, have lavished, without sparing themselves, in hospitals, on the territory, in outpatient clinics, in the centers of continuity of assistance, at the homes of patients, in the RSA, in 118 and in all places where the profession is exercised – continues the President of Fnomceo -. It is thanks to them, thanks to our doctors, to our health professionals that the National Health Service has withstood decades of funding, the depletion of human and economic resources. It is thanks to them that it has withstood the shock wave, in many ways unexpected, of the pandemic. Last May, as Fnomceo, we launched the “medical question”, that is the request to the Government to identify resources destined exclusively to doctors, to professionals in order to restart the contract season. Now is the time to relaunch the profession, support skills, reward skills “.

The National Federation of Nurses’ Orders (Fnopi) is also in full harmony with Fiaso’s proposal: “Nurses called to service on the front line against the pandemic and to provide support for non-Covid patients as well – underlines Barbara Mangiacavalli, president of Fnopi – there are tens of thousands and Fiaso is right when he stresses the need to hire those who have been recruited as precarious and now risk not being able to work with the NHS, despite having demonstrated on the field its essentiality in assistance, even at risk of their health: nurses are the most affected by Covid with almost 118 thousand infections since the beginning of the pandemic and dozens and dozens of deaths “.

“In Fiaso’s letter to the Presidency of the Council of Ministers, to the ministers, the presidents of the Chamber and Senate, the parliamentary group leaders and the Conference of Regions, to allow the stabilization of the staff who in the last year and a half have faced the ward pandemic emergency, it is indicated that in addition to other professionals among the precarious there are almost 35 thousand nurses (as specified by Fiaso 12.5% ​​of the workforce present at the beginning of the pandemic, about 270 thousand nurses). A very high number – he comments – if only one thinks that up to 2019 there were already about 15 thousand, 33% of all those surveyed by the State General Accounting Office and the highest number ever in the Public Employment “, adds Mangiacavalli.

“Yet the shortage of nurses has become and is being felt – continues President Fnopi – and the same Regions are looking for our professionals to assist not only in hospitals, but above all in the area, in that domicile and proximity that are the main characteristics for health care also of the PNRR and which should be the assistance model of tomorrow, but today almost completely absent. Home care and proximity which are typical characteristics of the nursing profession “.

“We will therefore give – continues Mangiacavalli – all our support to the Fiaso initiative and we are convinced that not only the health companies and the Regions want more nurses and in stable form, but the same citizens who need and require our professionals to 24 hours a day, not only for the pandemic, but also for all their other innumerable health needs “.

Also Teresa Calandra, President of the FNO TSRM and PSTRP comments: “We share the FIASO proposal in favor of the stabilization of over 66,000 health professionals, hired with fixed-term contracts to deal with the covid emergency, who are now afraid of finding themselves unemployed, after having demonstrated all their professionalism even putting one’s life at risk. The dismissals, in addition to constituting an injustice, would destabilize the entire system, given the chronic shortage of health personnel. But this is not just a mere numerical consideration. During the emergency period, the extraordinary nature and drama of the pandemic events contributed to increasing the professionalism of health professionals, to be safeguarded for the good of the health system. The initiative is to be carried out in a cohesive manner out of dutiful respect for those to whom the country has asked for help in the moment of greatest need and to whom it now owes concrete gratitude ”.

In the end David Lazzari, President of Cnop: “We agree with the Fiaso proposal, and the similar ones expressed by several parliamentarians and regional councilors in favor of the stabilization of psychologists and other professionals and health and social health professionals recruited with fixed-term contracts or other forms of flexible work to face the current pandemic and who risk unemployment after having risked their lives to protect the lives of others and having demonstrated their professional capacity which the NHS needs more than ever now and tomorrow ”, concludes Lazzari.
