A total of 43 million euros: the Government’s investment for the spa bonus is substantial, the methods of use of which were specified in the decree of 1 July 2021 published in the Official Gazette on 5 August last.

There is no green pass for access to the thermal baths

Same day as the go-ahead of the Council of Ministers for the provision on the green pass which is not foreseen for access to the spa facilities, as specified by the Government in response to a Faq and on pressing requests from Federterme. Confirming that the spa vouchers are not transferable, do not constitute taxable income of the beneficiary and are not relevant for the purpose of calculating the value of the indicator of the equivalent economic situation, it was first of all clarified that the procedure, pursuant to article 29-bis, paragraph 3, of Legislative Decree 104/2020, is managed by Invitalia.

100% coverage of the price of the service

In article 5, of the total 13 of the Mise decree, it is clarified that the beneficiaries of the voucher will be users who will purchase one or more services from the accredited thermal institutions. The voucher is granted in the amount of 100% of the purchase price up to a maximum of 200 euros and each user – clarifies paragraph two of article 5 – can take advantage of a single voucher for spa services that are not already paid for by the Service national health or other public bodies, or object of additional benefits recognized to the user, made
without prejudice to any deductions provided for by tax legislation on the cost of the spa service that may not be covered by the voucher.

The accreditation procedure of the spa

Article 9 of the decree details the accreditation procedure of the spa body at Invitalia, which is also responsible for the subsequent phase of controls. The legal representative of the spa is required to electronically submit the request for accreditation by accessing the appropriate platform with Spid where, among others, all the personal data of the body will be entered, including the authorization details for the opening of the activities. It is therefore not the user who has to apply directly. The user buys the package, it is the accredited spa that, having received his reservation, is required to take action.

The expected deadlines

At the time of use of the services, the institution will send a refund request to Invitalia, through Spid, by selecting the user’s reservation and entering the start date of service provision. In fact, times are important: the user has 60 days to use the booked service, under penalty of forfeiture of the concession, the spa must instead initiate the request for reimbursement within 45 days of issuing the invoice. Is everything ready for this summer? Not yet. The Ministry of Economic Development will now have to announce the start-up phase of the procedures, after the preparation of the portal by Invitalia.
