9th June 2020 the front pages of all the newspapers opened with “the Colao plan”. Finally, the committee of experts led by the former CEO of Vodafone for Europe had handed over to the Prime Minister the “plan to restart Italy”. Someone underlined the presumed cold with which Giuseppe Conte had received the 102 project files; others observed that nothing would be done about those proposals given that the expected States General wanted by the premier in search of ideas for the Recovery Plan were about to leave; and he, Vittorio Colao, in an interview, showed that he understood the hint very well because he said he considered a success if the government had made even only about forty proposals.

A year has passed, the government has changed, two members of that task force are ministers (Enrico Giovannini and Roberto Cingolani) and Vittorio Colao has assumed the leadership of the Department of the Prime Minister with him renamed “for the Digital Transition”. I reread those cards, which many then quickly trashed, and I found many of the things that are talked about these days: the cloud of the PA, ultra-broadband connectivity for everyone, starting from schools and hospitals, overcoming bureaucracy defensive for which the public manager who does not do not run any risk.
