The governor of Casanare, César Ortiz Zorro, presented a stark x-ray of the current situation of the health sector in the department, due to the current financial state of entities such as Capresoca, Red Salud Casanare and the Orinoquia Regional Hospital.
“Many say that health is in crisis, I say that he is a terminally ill patient. The first thing I have told the union is that we must join forces to save not only Capresoca, but also the Orinoquía Regional Hospital and Red Salud. I am not going to cover up the reality of the financial statements of our health entities; The first thing we have to do is face it,” said Ortiz Zorro.
The Governor was emphatic in indicating that Capresoca presents a monthly resource deficit that exceeds $9,000 million, as a result of the high billing of services that occurs and the insufficient transfer made by the Administrator of the Resources of the General Social Security Health System – ADRES.
Health in figures:
• Capresoca receives $25,000 million per month in billing for the provision of services and only receives $16,000 million to support that debt. Monthly the EPS has a deficit of $9,000 million pesos.
• The HORO currently has a debt of $64,000 million in accounts payable for the year 2023, a monthly deficit of $4,000 million pesos, which if this continues, it would close with more than $100,000 million of debt. In addition, it has collected 49% and 70% of the committed budget in the first three months.
• Red Salud has a debt of $13,500 million in accounts payable for the year 2023, of which $3,500 million belong to a payable liability and $8,000 million of debt from the EPS Capresoca.
Call to private network
The governor called on the private health network with the aim of establishing a working group and stated that, “we ask that this month they have solidarity with the public network. “I have asked that we meet with the entire private network to reach payment agreements and find a balance point.”
He also highlighted that since November they have been working on a rescue plan with several advanced technical tables, joining efforts with the Ministry of Health and other entities.
What is being done?
Actions that contemplate the proposal to transform Capresoca into a Health and Life Manager at the regional level. Changes in contracting models that contribute to reducing costs. Opening of new services in the department such as oncology, urology, non-invasive cardiology, among others. Restructuring of outsourcing. Medical-surgical days that have already been carried out in several municipalities. Among other initiatives that he has led in four months of the departmental government.
César Ortiz Zorro announced a technical work table with the Ministry of Health and Social Protection and the National Planning Department, next Wednesday, to which the proposal to request authorization to access future validity of the General Royalties System will be taken to strengthen financially the public network of the department and Capresoca.
Other proposals to rescue the EPS of the Casanareños are to transform it into a Health and Life Manager, as well as to advance in the viability of the regionalization project, to expand coverage in the insurance of the population in other departments of the Orinoquía.
