Several questions arise from this: Does the department have a real, grounded and budgeted future plan that they have been executing year after year and administration after administration? The answer is no. Today we have no idea what Cesar will be like in 2040, what will happen to Cesar after coal, we are not even clear, nor is there any work being done on what the economic base of the department will be once our flagship mineral leaves the market, well we have zero industrial growth, we do not generate added value from anything.

The worst thing about the issue is that we have a department with insecure rural areas, which does not provide guarantees for investment, little infrastructure that leverages development, it is an unattractive department to do business, to do industry, and this is indeed a 100% responsibility. % of the departmental government, not due to lack of money, but due to lack of strategy, planning, knowledge and above all lack of Vision, the latter, due to having poorly qualified personnel who only fulfill a political role and do not look after the future of the department.
