This is foreseen by the regulation (Presidential Decree 26/2022), published on 29 March last in the “Official Gazette” and in force since the day after tomorrow, 13 April, which implements Law 5 of 2018.

Enough of telephone calls, made either by an operator or through automated systems (this is a novelty introduced by the decree law 139/2021), and to paper mail, which convey advertising or direct sales material, market research or communications. commercial. It is “aggressive” telemarketing, which the new system now aims to contain.

Deadline July 27th

The new rules come at the end of a long and troubled path. The 2018 law provided for the regulation to be issued within 90 days, but the Council of Ministers only gave the green light in January, 2 years after the preliminary examination.

The regulation now sets tight milestones to create the new Register. The first is the public consultation of the main operators: the Ministry of Economic Development launched it on April 5th and will end on May 6th. Consumer associations must also be heard by the end of the month.

Another key deadline is set at 60 days from the publication of the regulation: by May 28, the ministry must establish the ways in which the telephone operators will provide the Register of oppositions with the fixed numbers they have but not contained in the public lists. Finally, the technical procedures for registration in the Register and for its consultation by operators must be activated by 27 July. A deadline to be respected, also because the regulation establishes that the 2010 regulations governing the current Register will be repealed from 31 July.
