The National Police and the Municipality of Quito have intervention plans in the area of security in three sectors of Quito.
The security plan of the mayor of Quito, Pabel Muñoz, is focused on three sectors, who proposes, together with the National Police, to focus on: The Historic Center, La Carolina and La Mariscal.
The Historic Center is one of the places in Quito where there is more presence of tourists. In Carolina, because despite the fact that there is a significant presence of works, it is the area where the most crimes are being committed in Quito, according to the mayor. In La Mariscal because it is the Zona Rosa of the capital and it should work 24 hours a day, 7 days a week. Thus seeking to recover the area for restaurants, since during the pandemic many commercial premises closed and this area was neglected.

The security project seeks to recover two Community Police Units (UPC). One in the Gabriela Mistral de la Mariscal park and the other in La Carolina, where the possibility of putting a small stable is being considered, since mounted surveillance is also carried out, so that the police horses can rest, which will allow that this UPC is better conditioned for the events that take place in the area.
