The drinking water system, which currently supplies the population with vital liquid, does not have sufficient flow to provide the service 24 hours a day, only the population that lives in the center of the city enjoys this service; The citizens who live in the marginal part do not have this basic service —approximately fifty percent of the population does not have drinking water—, that is, the poorest sector of the city of Macará.

On the other hand, most of the city’s sanitary sewage networks are built with vibro-pressed concrete pipes that date back to 1962, which is why there are constant collapses in various sections. This, added to the fact that population settlements have been generated in places that do not have sanitary sewage collectors, has caused wastewater to be discharged into the different surface water courses.

The city does not have a wastewater treatment plant, so the discharges from the existing sanitary sewage networks reach the natural water courses (streams) and flow into the Macará River, which is a binational river, thus harming not only to our habitat and environment, but also to the inhabitants of our neighboring country of Peru; with the consequent danger of an INTERNATIONAL LAWSUIT, due to environmental contamination, which has already been claimed by different mayors of some Peruvian districts; as well as contaminates the crops of farmers who work along that bank of the Macará River, which constitutes a health hazard.

Finally, the city does not have a storm sewer system, so in the winter season the streets constitute the stormwater evacuation ducts, causing a large amount of sewage flow to enter the lids of the manholes and inspection wells. rainwater to the sanitary sewage system, with the consequent consequences, which could be aggravated by the proximity of the El Niño phenomenon.

With this background, it is necessary for the national government, led by the Constitutional President of the Republic of Ecuador, Daniel Noboa Azin, to contribute to the financing of the MASTER PLAN OF DRINKING WATER AND SANITARY AND RAINFALL SEWERAGE OF THE CITY OF MACARÁ, SECONDA STAGE, since it is framed in the Sustainable Development Goals (SDGs); as well as in a gesture of gratitude to the southern border, which fulfills with patriotism and arrogance, the care of national sovereignty and has suffered many belligerent actions by our Peruvian brothers. Also in application of article 249 of the Constitution of the Republic, which recognizes and mandates special treatment for border towns.

The project aims to decontaminate natural water courses and the main binational rainfall tributary, such as the Macará River, reducing in turn the incidence of greenhouse gas emissions, conveying wastewater in ducts suitable for the effect. , avoiding their transportation outdoors and implementing a treatment plant with an activated sludge system that promotes a removal of 95% of their bactericidal action. Add to this the contamination of the Macará River by “legal” and illegal mining that also contaminates with mercury, lead, arsenic and other chemical elements; to the detriment of the health of Ecuadorians and Peruvians.
