Zhou Zhuohua was born in Macau in 1974. After founding the “Sun City Group” in 2007, his business expanded rapidly. In addition to the gaming industry, he also set foot in tourism, film production, catering and finance industries. As of 2021, Zhou Zhuohua’s worth has reached 1.4 billion U.S. dollars, and he is a well-known rich man in the mainland, Taiwan and Hong Kong.

On November 27, the Macau police stated that Zhou Zhuohua’s alleged acts of soliciting mainland residents to conduct online gambling, transferring funds through underground banks and other violations of the laws of the Macau Special Administrative Region “will never tolerate”. On November 28, the Macau police stated that a total of 11 people were arrested in this operation, of which 9 people including Zhou Zhuohua were detained, and a large number of computers, electronic storage devices and 3 million cash were seized.
