Belluno, Sondrio and Verbano Cusio Ossola want to assert their specificity. The three realities will move together for the development of territories and communities
BELLUNO. The coordination of the entirely mountain provinces is born. The presidents of the Provinces of Belluno, Roberto Padrin, Sondrio, Elio Moretti, and Verbano Cusio Ossola, Arturo Lincio, yesterday signed a protocol during the work of the UPI board. The document “For a shared strategy and a unitary action of the mountain provinces” notes the contents of article 44 of the Constitution which highlights the national interest in the protection and enhancement of mountain areas. And it starts from the three paragraphs of law 56 of 2014 (the Delrio) which provide for the introduction of a specific regime for mountain provinces bordering foreign states, aimed at legally formalizing the concept of mountain specificity.
The Belluno-Sondrio-Vco coordination aims to establish a constant dialogue between the Provinces in order to proceed with a careful analysis of the needs of the mountain areas and to agree on common intervention strategies regarding relations with the institutions. The Provinces also collaborate in the organization and promotion of projects and initiatives to support the economic, infrastructural, social, sporting and cultural development of the mountain territory.
«Today is a day of extraordinary importance for Belluno, Sondrio and Vco, but also for all mountain areas», Padrin, Moretti and Lincio declare, «because we put our specificity in black and white, guaranteed by the Delrio law. From today a new path for the strategic development of the mountains begins, with an additional tool that removes our territories from marginalization. It will be a team effort between Provinces, with the fundamental contribution of the UPI ».
Also present at the signing were the Belluno deputies Roger De Menech and Dario Bond, who declared their willingness to collaborate fully for the territorial strategies of the mountain.
«The Province of Belluno, together with Sondrio and Verbano Cusio Ossola, is about to begin a new spring», Bond’s comment. “Now it is necessary to work together so that these territories become places of experimentation, also through planning for internal areas and particular legislative attention, to improve the life of citizens who live in mountain areas”.
“The three Provinces did well to get together by practicing the positive innovation that the Delrio law introduced”, adds De Menech. «The Delrio law must be the instrument for differentiated policies in favor of the three Provinces not only in terms of special funding, but above all for rules on the government of the territory. This is by focusing on the great opportunities that are coming forward, such as the PNRR and inland areas, and in perspective the national law on the mountains and the revision of the Consolidated Law on local authorities ».
