On Thursday, March 21, a group of partnership and cooperation agreements were signed in Casablanca aimed at improving the management and management of social care institutions and embracing people in street situations in the Casablanca-Settat region.

This concerns three partnership agreements and an agreement protocol, which fall within the framework of the development program for the region 2022-2027, and the “Bridge of Empowerment and Leadership” program, which was launched by the Ministry of Solidarity, Social Inclusion and Family in 2022, in partnership with the territorial communities.

These agreements aim to improve the social structures in the region and develop their mechanism, by rehabilitating social care institutions and expanding their services, attracting people in street situations and caring for them within the reception structures gradually through an integrated program for support, in addition to preparing programs for economic empowerment and leadership for other cases that have personal capabilities. This will enable her to do so, within the social incubators that will open their doors for this purpose.

Thus, the first agreement signed by the Minister of Solidarity, Social Inclusion and Family, Awatef Hiar, the Governor of the region, Mohamed Amhidia, the representative of the Attorney General at the Casablanca Court of Appeal, Badia Jari, the President of the Region Council, Abdellatif Mazouz, and the Director of the National Cooperation Foundation, Khater El Mujahedi, aims to President of the General Confederation of Moroccan Enterprises, Chakib Alaj, improved the management and management of social care institutions and embraced people in street situations in the region. The agreement extending between 2024 and 2026, for which a sum of money amounting to 150 million dirhams has been allocated, also seeks to unify and coordinate efforts by mobilizing the necessary financial and human resources to improve the conditions for providing services at a good level, for the benefit of beneficiaries of social care institutions in the region, by qualifying these institutions to achieve the goals. The desired social and educational opportunities and expanding the offer of its services.

The second agreement aims to activate the social system by preparing and implementing a social and socio-economic integration program in order to protect childhood and social integration of children in street situations, combat the phenomenon of child begging, and support women and children in difficult situations.

This agreement, for which 30 million dirhams were allocated (2024-2025), was signed by the Minister of Solidarity, Social Inclusion and the Family, the governor of the region, the president of the region’s council, the vice president of the labor council, Mohamed Brija, the president of the Casablanca Community Council, Nabila Rmeili, and the representative of the King’s Attorney General at the Court of Appeal. In Casablanca, Director General of the National Cooperation Foundation, and President of the General Confederation of Moroccan Enterprises.

On this occasion, Ms. Hiar explained, in a statement to the Maghreb Arab Press, that these agreements aim to create a regional fund specifically to improve the social situation of the population in the region, especially social care institutions, including student homes, and institutions that take care of elderly persons, persons in fragile situations, and children deprived of family support. .

She added that these agreements also aim to improve the social infrastructure and achieve social justice in the region, as well as to help these institutions until they have a management budget that is at the level of the goals set on the horizon of strengthening the social pillars of the state, praising the efforts made by all partners, which are within the framework of activating the program. For his part, Mr. Mazouz explained, in a similar statement, that these agreements mainly aim to pool the efforts of many social inclusion initiatives targeting a very vulnerable group in the region.

He added that these important agreements bring together many actors, led by the guardian ministry, the region, the state of the region, the community and labor councils, and actors from civil society and the private sector, who contributed with their financial capabilities as well as their knowledge and experiences in order to improve the services provided to vulnerable groups.

He pointed out that the budget allocated for these agreements amounts to 180 million dirhams, praising the efforts of all stakeholders aimed at strengthening the social pillars of the state.

A third agreement was signed that brought together all previous signatories with Al-Saqat Foundation, a citizen organization to support the care of homeless people.

A protocol of agreement was also signed between all previous signatories and the Rady Holding Foundation, a citizen institution to support the care of homeless people.
