From the beginning, the construction of the Avenida 38, hired by the Mayor’s Office of Valledupar, was surrounded by controversy. The progress of the work is slow and recently the contractor requested a 7-month extension to complete the work.
According to him contractorthe delays were recorded by the slow approval by Emdupar SAfor the installation of wet networks, activities not initially contemplated in the budget, among others.
With complaints of delay and poor quality of the material, the work is 60% complete. It was initially due to be completed in December 2023, but that month the contractor requested a 30-day suspension and work restarted on January 22. The contractor alleged problems in the supply of material. According to the new schedule, the road would be delivered in September of this year.

The resources for this work come from a loan of $39,493 million that the Mello Castro administration requested from Findeter to build two roads in the municipality.
The credit was divided into two: $24,999 million for the construction of the two carriageways of Carrera 38 between Sierra Nevada Avenue and the Divino Niño neighborhood. And $14,716 million for the improvement of 6.5 kilometers of the access road to the Sabana Crespo district.
