China News Service, Guangzhou, May 13 (Reporter Fang Weibin) – The Guangdong Provincial Leading Group Office for Promoting the Construction of the Guangdong-Hong Kong-Macao Greater Bay Area, also known as the “Guangdong Provincial Greater Bay Area Office,” announced on the 13th that the “Hong Kong trains going north” and “Macao cars going north” policy has been successfully implemented with a positive response from residents of Hong Kong and Macao.

By the end of 2023, more than 111,000 users from Hong Kong and Macao have been registered, with over 64,000 license plates issued. Additionally, more than 57,000 private cars from Hong Kong and Macao have entered and exited Guangdong, totaling over 1.329 million vehicle crossings.

The office also released a notice on the same day highlighting 16 typical cases of promoting the linkage mechanism of the Guangdong-Hong Kong-Macao Greater Bay Area rules. These cases include the establishment of the Hong Kong and Macao Youth Innovation and Entrepreneurship Base, the implementation of the “one order and two declarations” service for goods from Guangdong and Macao, as well as initiatives to promote the connection of quality certification rules in the three regions.

The “Hong Kong trains going north” and “Macao cars going north” policies have achieved significant milestones since their inception on January 1, 2023, and July 1, 2023, respectively. These include the issuance of electronic license plates, a “guarantee-free” policy, insurance “recognition equivalence first,” and an innovative bidding model.

One notable innovation includes the development of an integrated cross-border vehicle information system, allowing for seamless data sharing between public security, customs, and other relevant departments. This enables vehicle owners to apply online without physically leaving Hong Kong or Macao.

Furthermore, the implementation of the “one order and two declarations” service for goods has streamlined customs clearance processes for mainland and Macao enterprises. With nearly 100% accuracy in cross-border commodity code conversion, this service has greatly reduced the workload for Macau enterprises, with 448 actual bill declarations completed by 17 companies as of the end of February 2024.

The continuation of the “Going North” policy until the end of 2023 signifies the ongoing commitment to enhancing regional connectivity and economic cooperation between Guangdong, Hong Kong, and Macao.
