The No. 1 Central Document of 2024, titled “Opinions of the Central Committee of the Communist Party of China and the State Council on Learning and Applying the Experience of the ‘Thousand Villages Demonstration and Ten Thousand Villages Improvement’ Project to Effectively and Effectively Promote Comprehensive Rural Revitalization,” was officially released on February 3. The document places a strong emphasis on national food security and the importance of strengthening agricultural science and technology support.

The first chapter of the document focuses on increasing grain production capacity by 100 billion kilograms, stabilizing the grain sown area, and ensuring that grain output remains above 1.3 trillion kilograms. Tang Renjian, Secretary of the Party Leadership Group and Minister of the Ministry of Agriculture and Rural Affairs, highlighted the significance of these efforts in hedging against disasters and ensuring a record high annual grain output.

In addition to increasing grain production, the document also calls for the establishment of an inter-provincial horizontal benefit compensation mechanism for grain production and marketing areas and deepening multi-channel production and marketing collaboration.

Biological breeding is another key aspect emphasized in the document, with a focus on accelerating the revitalization of the seed industry. It also noted that 85 companies have obtained enterprise crop seed production and operation licenses, including genetically modified corn and soybean seeds. This represents a significant step in the commercialization of genetically modified varieties and paves the way for biological breeding to speed up again in 2024.

Agricultural mechanization is highlighted as the basis of agricultural modernization, with a specific focus on making up for shortcomings in agricultural machinery and equipment. The document also outlines the importance of strengthening the construction of conditions for grassroots agricultural technology extension systems and public welfare service functions.

The comprehensive rural revitalization outlined in the No. 1 Central Document of 2024 signifies a strong commitment to advancing agricultural and rural development in China.
