Rome, 9 October 2021 – Here are the guidelines in Public administration for the Public function-Health for the control and verification of green pass, required for all workers from next 15 October.

The guidelines received the green light of the Unified Conference on 7 October. They will concern all 32,000 public administrations, and will provide homogeneous indications for the operations of the administrations.
1) From October 15th the obligation to possess and exhibit the green pass upon request it is a condition for access at the workplace and for carrying out the work performance;
2) in addition to employees, any other person who intends to access a public office – except for users – must have a “green pass” (visitors, political authorities, workers of third parties who carry out activities in favor of the public administration, such as maintenance workers, etc.);
3) are excluded from the obligation the exempt subjects the vaccination campaign based on medical certification issued according to the criteria defined by the ministry of health;
4) possession of the green certification it does not eliminate the obligations of isolation and communication to those who contract Covid-19 or find themselves in quarantine;
5) no exceptions are allowed. Each administration is autonomous in organizing controls. However, it is desirable that methods of verification are used that do not cause delays or queues at the entrance and that are compatible with the rules on privacy. The assessment can be carried out daily and preferably at the access to the structure, or on a sample basis (not less than 20% of the staff present in service and with a rotation criterion) or on a carpet, with or without the aid of automatic systems. Specific functions will be made available in good time for the automated verification of green passes by administrations. It will be allowed, in case of malfunction of these solutions, the use of the “CheckC19” application, available for free on the main platforms for the distribution of applications on mobile devices.
