The national restraining order applies in the period 1 April–20 April. August and means that the dog must be kept on a leash or securely fenced or confined.
The new Dogs Act came into force on 1 January 2023. The Dogs Act sets clear requirements for proper dog keeping and strengthens the police’s ability to intervene in problematic dog keeping at an early stage. Violation fees can also be applied in the event of a breach of the restraining order regulations.
The municipality can adopt an extended restraining order
The national restraining order applies in the period 1 April–20 April. August and implies that the dog must be kept on a leash or securely fenced or locked in, so that the dog cannot chase or harm domestic animals, domestic reindeer or wild animals and their nests, nests or lairs.
The municipality can adopt regulations on restraining orders
Compulsory leashes according to points 3 and 4 cannot be determined to a greater extent than necessary and so that the consideration of those who wish to travel with a loose dog is also adequately taken care of, both in terms of scope and geographical spread. Compulsory leashes according to points 5 and 6 can only be introduced in the areas of the municipality where livestock have the right to graze and actually graze, or where wildlife that you want to protect has its habitat. Constraints established due to extraordinary circumstances must cease as soon as the circumstances dictate. Where grazing, nature and recreation areas affect several municipalities, these should coordinate their regulations.
According to the Dog Act, it is forbidden to leave a tied dog directly at the entrance to a building that is open to the public, or near playgrounds.
The Dogs Act has exceptions from the security rules for dogs that have special purposes of use. This applies, for example, to dogs used in reindeer herding, trained buffer dogs, service dogs and search dogs.
