(April 19, 2024) On the occasion of work meetings held by the Comptroller General of the Republic, Dr. Camilo Benítez, at the headquarters of the INTOSAI Development Initiative – IDI in Oslo, Norway, through the signing of the Terms of Reference, the IDI support to the higher control body to strengthen components and programs related to the autonomy and independence of our entity.
In September 2023, the IDI signed a five-year cooperation agreement with the Swiss State Secretariat for Economic Affairs – SECO. This agreement contemplates support for the governance and independence of Supreme Audit Institutions – SAIs, in order to contribute to the accountability and integrity of the public sector.
In this sense, the IDI offered support to the CGR, considering its regional leadership and its institutional capacity, all of which entailed a long process of establishing a framework of cooperation and technical assistance support for our institution, which was finally agreed with the subscription of the Terms of Reference cited above.
This technical assistance acquires great relevance since the CGR of Paraguay is in a context of institutional transformation, based on new functions, attributions and roles that are entrusted to it by new regulatory instruments. Likewise, technical assistance provides support for the monitoring and follow-up of products 5 and 6 of the CGR’s Institutional Strategic Plan 2022-2026, related to integrity, anti-corruption, citizen participation and relations with interested parties systems.
This cooperation stipulates a series of actions and an assistance plan through the transfer of knowledge, training of CGR staff, promotion of relationship activities with interested parties, development of diagnostic and evaluation documents, as well as support in the monitoring processes of institutional plans and in the perspective of effective support for the consolidation of various areas of the CGR.
Within the framework of this historic meeting, the Comptroller General of the Republic, in his capacity as President of the Latin American and Caribbean Organization of Supreme Audit Institutions – OLACEFS, held an agenda of meetings with various representatives of the IDI.
