The European Union has begun to re-establish a “minimal presence” in Kabul to facilitate the delivery of humanitarian aid to Afghanistan. “Our presence in Kabul must in no way be seen as an acknowledgment” by the Taliban government, foreign affairs spokesman Peter Stano said in a statement. “This has also been clearly communicated to the de facto authorities,” he added.
