Confartigianato Trasporti has communicated that the European Parliament has recently taken a position on the driving license reform proposals presented by the Commission.
Among the main innovations, we highlight the introduction of new topics in the exams to obtain the driving licence. Aspiring drivers will need to demonstrate knowledge of how to drive in difficult conditions such as snow or slippery roads, safe use of the phone while driving, blind spots, driver assistance systems and safety when opening vehicle doors.
As regards the validity of licenses, it will be extended to 15 years for motorcycles and cars, while it will remain five years for industrial vehicles and buses. The text also introduces the possibility of self-assessment of one’s fitness to drive, leaving it up to individual EU countries to decide whether to replace it with a medical exam that includes checks on vision and cardiovascular conditions. However, the medical examination remains mandatory for higher category licences.
The digital driving license was also introduced, while maintaining the possibility of obtaining a paper version on request.
New drivers will have a probationary period of at least two years, during which they will be subject to restrictions such as stricter limits on alcohol while driving and heavier fines for unsafe driving behaviour.
Another important innovation concerns road transport: the minimum age for obtaining a truck and bus license has been reduced to 18 years, with the possibility of dropping to 17 years if the applicant is accompanied by an expert driver (for categories C and C1).
Finally, the proposed amendment also provides for the conversion of the professional qualification certificate for those who come from non-EU countries.
