- The holding of the Estéreo Picnic Festival (FEP) in Bogotá is the first step in a great commitment to promote the city as a venue for world-class cultural and sporting events; that boost the economy, generate quality employment and promote tourism and investment in the Colombian capital.
- Furthermore, the FEP in Bogotá is an opportunity to offer citizens and visitors a cultural and entertainment agenda that encourages enjoyment and pride in the capital, and that contributes to the positioning of Bogotá’s image at a national and international level.
- Like Central Park, in New York; O’Higgins Park, in Santiago de Chile; the San Isidro Racecourse, in the province of Buenos Aires; Simón Bolívar Park has been the scene of large open-air festivals for 25 years. The turn now is for the FEP 2024, which plans to host memorable events for Bogotá in the city.
One of the determining sectors in the dynamization of the city’s economy is the cultural and entertainment sector. According to figures from the Ministry of Economic Development, in the third quarter of 2023 alone, entertainment activities contributed 4.9% of the Gross Domestic Product – GDP – of Bogotá.
During the four days of the Estéreo Picnic Festival, an alternative musical and cultural entertainment event, which this year takes place in Bogotá, and which, according to expectations, will have an attendance of more than 175 thousand people in the Simón Bolívar Park.
Parks converted into massive musical stages around the world have led the way. Central Park, in New York, managed to host 800 thousand people in a concert; Parque O’Higgins, in Santiago de Chile, is the usual venue for the Lollapalooza Festival; and the San Isidro Hippodrome, in Buenos Aires (Argentina), is the outdoor home of cultural and musical events throughout the year. The turn now is for the Simón Bolívar Park, a challenge for coexistence, harmony and citizen culture. Bogotá is ready to be an example to follow.
To carry out the FEP 2024, the organizers invested nearly 75 billion pesos, which, according to the estimates of the District Secretariat of Economic Development, will generate 14 thousand direct jobs, 52,990 indirect and 60 thousand induced. Regarding tourism, benefits close to 70 billion pesos are estimated in this area of the economy. Additionally, the culture sector will receive, through the parafiscal fund for public entertainment, resources of approximately 5.4 billion pesos that will be reinvested in the community and neighborhood artistic processes of the city.
On the other hand, the organizers paid more than $2.9 billion for the use of Simón Bolívar Park, transferred the rights of the Festival for transmission through the screens and digital platforms of Canal Capital, a contribution valued at more than $1.1 billion, allowed install a promotional stand for the city with brand presence and activations by the District Tourism Institute, valued at more than $1.2 billion, and participation in the VASSAR Fair, of entrepreneurs who are part of the “Made in Bogotá” initiative, by value greater than $116.6 billion.
More than 17 public entities of the district and the organizers of the event jointly held six technical tables with the inhabitants of the neighborhoods near the Simón Bolívar Park, and worked on a contingency plan to guarantee conditions of safety, cleanliness, coexistence , mobility, noise management and environmental care during the Festival. Secretary of Government
The District Government Secretariat led the participation and coexistence strategy with the communities surrounding Simón Bolívar Park, in which through dialogue it was articulated with the entities, the organizer of the event, and the residents of the park, to reach agreements and actions that mitigate the effects in nearby neighborhoods.
Before and during the event, monitoring of Inspection, Surveillance and Control -IVC actions will be carried out in the park and surrounding areas.
Ministry of Culture, Recreation and Sports
At the SCRD we are developing a citizen culture strategy (general for the entire city and local for the surrounding neighborhoods), based on messages of reciprocity.
Secretary of Environment
Carry out evaluation, control and monitoring activities for environmental regulatory compliance in different components.
Monitoring and modeling of environmental noise before, during and after the event for the generation of the respective acoustic study of the event.
Carry out control visits regarding the management of trees, protection of wildlife, main ecological structure and other aspects that are required within the exercise of the Environmental Authority.
UAESP
Implement a strategy for solid waste management on the periphery of the park.
They are going to have:
- Sweep frequencies in the surroundings of the Park during the event.
- Black and white bags that they will deliver to informal vendors.
- Nightly garbage collections.
- Mechanical sweep.
- Supervision and verification that garbage has been collected, in the early mornings.
- Articulation so that lighting is installed in some dark spots as a corrective action.
- Checks to ensure that the grass in the surrounding area is well cut.
IPES
Design a strategy for managing informal vendors and carry out controls for food handling.
Actions:
- Adapt a corridor along 63 in front of the Simón Bolívar Park where they will have stands for informal vendors. This logistics is being coordinated by Páramo.
- Control to minimize liquor smuggling.
- Identify all informal sellers
Mobility
More than 113 people, including Civil Agents, the Guide Group and the Traffic Police, will be at the disposal of citizens regulating and managing mobility in this part of the city.
In the city, the Estéreo Picnic Festival takes place in the Simón Bolívar Metropolitan Park. The Ministry of Mobility authorized the road closures of Carrera 60 between Calle 53 and Calle 63 on the western road and Carrera 60 between Calle 63 and Transverse 59 on its eastern road, in addition, on Calle 63 on the south side, west direction – East, between Carrera 60 and Carrera 68, so that these types of events can be held and pedestrians can walk safely.
Bogota residents traveling through this area have the following alternatives: Calle 26 Avenue, Carrera 68 Avenue, 63rd Street east – west, 53rd Street and Carrera 50 Avenue.
The road closures are permanent and began on Wednesday, March 20, 2024 at 2:00 pm until 5:00 am on Monday, March 25, 2024, guaranteeing the free movement of the neighborhoods surrounding Simón Bolívar Park.
In order to minimize the impact on mobility in the Quirinal, Pablo VI, Salitre Greco, Esmeralda, Bosque Popular and Modelo Popular neighborhoods, there will be a permanent presence of specialized groups on the road.
Recommendations:
Use public transportation to get to or from the event.
Do not leave vehicles parked on platforms, green areas or areas of public space intended for pedestrians, recreation or conservation.
Respect the traffic rules.
Follow the recommendations of the staff provided by the District Mobility Secretariat.

TRANSMILENIO SA
From the zonal component we are going to reinforce the supervision and control activities of the routes that cover the park during the event.
The public could arrive or leave the FEP in Transmilenio. In addition to the usual routes there will be 3 additional routes that will operate between 11:00 pm and 4:00 am. These routes will have stops at shopping centers where they will be able to access parking and taxi service.

IDT
On March 21, at 2:00 pm, the District Institute of Tourism, IDT, will carry out the inauguration of the Bogotá stand in the Simón Bolívar park, from which activities and information will be provided to attendees of the Estéreo Picnic Festival. about the tourist offer that Bogotá offers in the segments of nature, culture, gastronomy, tourist plans, among others.
Those attending the stand will be able to experience a series of activities around the tourist offer that the city offers, such as: immersive experiences on a 360 touch screen that shows images of the most iconic places in the city, while a professional tourism guide accompanies the activity with interesting facts about the city’s offerings. We will have three giant photographs of the Bogotá brand strategically located in the Simón Bolívar Park so that those attending the Estéreo Picnic can take their best photos; Likewise, talks will be held on community tourism, live graffiti inspired by urban cultural diversity and the social fabric of the capital.
Other activities planned by the IDT consist of the location of mobile charging totems located at the stand so that tourists and visitors can quickly charge their mobile phones.
