The decision by the United States to supply cluster bombs to Ukraine has drawn significant criticism domestically and from US allies, including Canada, New Zealand, and Spain. The UK, as the second-largest supplier of arms and financial aid to Ukraine after the US, has expressed its concerns.

UK Prime Minister Rishi Sunak has made it clear that the UK does not support the supply of cluster bombs to Ukraine, particularly because the country is a signatory to the International Convention for the Prohibition of Cluster Bombs. Moreover, the UK completely destroyed its stockpile of such weapons in 2013.

Criticism from the opposition Labor Party in the UK has been even more direct, with Shadow Home Secretary Rachel Reeves firmly rejecting the US decision. Tobias Ellwood, the chairman of the Defense Committee of the British Parliament, has also called on the US to revoke this decision, citing the dangers posed to civilians.

Another area of contention between the UK and the US is Ukraine’s membership in NATO. While the UK, along with France, supports Ukraine’s rapid inclusion, the US opposes it. President Biden believes that the move could escalate tensions with Russia, potentially putting NATO in a confrontational position.

In addition to these disputes, there is also controversy over the nomination of NATO’s leader. The US-backed Jens Stoltenberg, the current secretary-general of NATO, for a one-year extension, sparking disagreement from other countries, including the UK. British Prime Minister Sunak has shown support for British Defense Secretary Ben Wallace’s nomination, which is tied to Ukraine’s military support.

Amidst these differences, President Biden and Prime Minister Sunak are both set to attend the NATO summit in Lithuania. They have agreed to press NATO members to increase military spending to 2% of their GDP. While preliminary data suggests that several European countries are falling short of this target, the UK already exceeds it, spending over 2.1% of its GDP on defense.

As the NATO summit approaches, US-UK relations face challenges due to disagreements over key issues such as cluster bomb supply to Ukraine and Ukraine’s NATO membership. While both leaders have expressed commitment to the alliance, finding common ground on these matters will be crucial to maintaining the “rock solid” relationship between the two countries.
