The authorities had also received a direct invitation to the homeless population (it is estimated that there are 4 thousand in the Big Apple alone) to seek shelter at the city reception centers to avoid running into the killer.

The investigations into the alleged killer were triggered at a coordinated level between the two departments, after a captain of the Metropolitan Police Department had noticed on social networks the similarities between the reported person from New York and that of his department. The attacks he is held responsible for began on the night of March 3 in Washington, when a homeless man was shot and wounded. On 8 March the second attack, the next day a man was found dead by the fire brigade. Then the killer moved to Manhattan, where he shot a person sleeping outdoors in the leg on Saturday and killed a person in Soho an hour and a half later.
