Superbonus, the new Cila is ready: the unique model even in the event of work in progress

by admin

New Cila Superbonus at the starting line. The model will become operational the day after its publication on the website of the Department of Public Administration, but the scheme has already been prepared. It will no longer be necessary to ascertain the legitimate state of the property and the project can be presented in a simplified version as a simple description of the works. Obviously, however, the designer will have to take into account the actual state of the property and in case of abuses these will still have to be remedied before the start of the new works, otherwise, in addition to the saznioni, the facilitation is lost.

The data on the property

With the CILA Superbonus, only the references to the building permit or the latest amnesty must be indicated, or the fact that the construction was completed before 1 September 1967. The fact that the legitimate state of the property is no longer ascertained, does not it means, however, that the Municipalities cannot carry out checks. In fact, by law, any assessment of the legitimacy of the property subject to intervention remains unaffected.

Interventions and projects

The Cila-Superbonus must be presented for all works that give the right to a 110% deduction, therefore both for energy efficiency and for consolidation, excluding demolition and reconstruction. For elevations and roofing it is necessary to attach the project which in this case consists of a simple description of the intervention to be carried out; for structural consolidation interventions, the seismic authorization must also be added, while in the event that the interventions concern restricted buildings, the landscape authorization must be attached. This is mandatory in order to make the coat in all buildings built prior to 1945, as specified by the Ministry for Cultural Heritage in the circular of 4 March last. For buildings for which the coat cannot be built, the Superbonus is allowed for all work towed inside the apartments, which are part of free construction, including photovoltaic panels and columns. In these cases, the list of work to be done can be reported directly in the Cila.

Nuova Cila also for the works already in progress

As clarified by the Anci in the guide to the new model, the Cila Superbonus must also be presented for the interventions already underway for which other models have been presented. The lack or the discrepancy with respect to this new Cila, in fact, is one of the conditions that entail the forfeiture of the concession, and this also applies to construction sites already open. On the other hand, in this way, variations in the course of work can also be presented.

No Superbonus in case of abuses not remedied before the works

The Cila Superbonus, however, does not involve the possibility of starting work in the presence of abuses or irregularities. When there are they must be healed first. The Revenue Agency put it on paper in a Guide dedicated to the Sismabonus in the areas affected by the earthquake. In fact, the document specifies that if the technician presents a project that does not comply with the state of the places, therefore without taking into account the current state of the property, there is a risk not only of the construction site being blocked and the sanction, but also the deduction is lost. as the Cila does not comply, in fact, with the state of affairs. The designer for his part will be called to answer for false statements. So simplifications yes, you work on properties with abuses, however no.
