Yes, because the big problem is that the law is not easy to understand. It basically sticks to the system of control by means of minimum criteria, all of which must be met. In addition, however, new avenues have been opened up by special and exceptional regulations. For example, the waiver of the recognition of qualifications if there is a high salary. Or the opportunity card, with which a second immigration route was opened up via a points system. I have doubts whether that will be understood abroad. A lot will depend on how the changes are communicated internationally.
