Ok to the resources for the 0-6 Integrated System for the years 2021, 2022 and 2023

The Agreement concerning the allocation of the resources of the National Fund for the Integrated Education and Training System has been signed for the years 2021 (second part of financing), 2022 and 2023. The Agreement refers to the multi-year Action Plan for the Integrated System 0-6 years approved last July 8 in the Unified Conference. With the resources of the National Fund for the Integrated System, which the ministry assigns directly to the Municipalities, in single or associated form, on the basis of regional programs, building interventions on public buildings that house educational services or preschools can be financed, management expenses, also in order to reduce the fees paid by families, in-service training for the educational and teaching staff and the functioning of the territorial pedagogical coordinations. From 2021 the Regions and the Autonomous Provinces have the possibility to know in advance the resources assigned for the following years, in order to be able to plan the destination of the same for a three-year period.

Resources for 309 million euros per year

For each of the three years, 2021, 2022 and 2023, the resources assigned amount to 309 million euros. For 2021, a share of 1.5 million euros is intended for the activation by the Ministry of Education of the national registry of educational services; the remaining resources were allocated for 264 million in continuity with the 2020 allocations and for 43.5 million in relation to the same shared criteria for 2022 and 2023, which refer to the number of children enrolled in the educational services and schools of the equal childhood (public and private), to the population aged between zero and six and to the needs of territorial rebalancing. In particular, an equalization quota, equal to 20% of the available resources, is assigned to the Regions and Autonomous Provinces with a percentage of coverage of the educational services for children lower than the national average according to the most recent Istat data; 40% of the resources are allocated in proportion to the users of the educational services for children which provide for costs to be borne by the Municipalities; 30% in proportion to the resident population aged between zero and six years; 10% in relation to children enrolled in municipal and private equal schools. From 2017 to 2023, the National Fund for the Integrated System 0-6 has progressively grown, with an increase of 100 million euros, going from the initial 209 million to the current 309 million. The Regions of the South, with the exception of Abruzzo, thanks to the equalization quota and by virtue of the criteria linked to the resident infant population, are those that benefit from the greatest increase.

In the South, the largest increase in funds

The percentages of increase see favored Campania (+ 203.4%), Calabria (+ 154%), Sicily (+ 147.3%). Following Basilicata (+ 73.7%), Molise (+ 69.1%), Puglia (+ 68.2%), Autonomous Province of Bolzano (+ 67.7%). Increases of over 50% also for the Autonomous Province of Trento (+ 55%) and Friuli Venezia Giulia (+ 53.5%). The division shared in the Agreement responds to the needs of territorial rebalancing, allocating a substantial share of resources to the Regions furthest away from the objective of 33% coverage of 0-6 services. It also responds to the need to maintain the educational services and preschools active in the Regions that in recent years have invested most in the implementation of the integrated system.
